Briefly: Report: Xcel ratepayers on the hook for unused water costs as coal plant is phased out

The Colorado Sun reports that Xcel ratepayers are on the hook for millions of dollars for water stored in Pueblo Reservoir that will never be used because Xcel has canceled plans to use the water, including what would have been used before it began phasing out the coal-fired Comanche Generation Station.
