Briefly: Environmental groups say SoCal could derive 85% of its water locally by 2045

The Los Angeles Times reports that an environmental coalition has laid out a detailed plan showing how Southern California communities could derive 85% of their water locally, up from 50% now, and eliminate the need for the controversial Delta Tunnel, which would bring water from Northern California.
