Aspen Journalism reports that the Upper Colorado River Commission wants to see changes in a federal farm fallowing program known as the System Conservation Pilot Program. Possible changes include starting the program selection process in October, rather than December, changing pricing policies, and clarifying how water savings are being calculated.
