The 12th Annual Convention of the Ditch & Reservoir Company Alliance (DARCA) will be held February 26-28, 2014, at the Plaza Event Center in Longmont, Colorado. There is still time to register!
Thirty speakers are scheduled for DARCA’s Annual Convention, From Drought to Deluge – Dealing with Uncertainty, and the event will focus on flood and recovery issues facing ditch companies along the Front Range. A wide variety of speakers have been invited, ones that have first-hand knowledge of the September storm event. Additional topics will include presentations on the Colorado Water Plan, the Endangered Species Act, and new developments for hydroelectric power generation. The director of the Colorado Water Conservation Board, James Eklund, will be delivering the keynote address.
DARCA will be hosting a pre-convention workshop on Wednesday, February 26. The workshop, Creating Efficiencies and Reducing Transaction Costs for Ditch Companies, will explore how ditch companies can prosper and increase their financial viability in today’s complex world. One of the presentations, Legislative Fixes for Ditch Companies, will consist of a panel of attorneys discussing how and if ditch company issues can be resolved through state legislation. The workshop will also deal with the approaches that local land use departments can adopt to better work with ditch companies.
On the final day of the conference, participants may choose among three concurrent workshops:
- Water Accounting for Ditch Companies – Representatives from the Division of Water Resources will be on hand to discuss state accounting requirements plus telemetry and automation technologies.
- Water Efficiency Savings – DARCA’s Role – The legal, economic, and ditch company issues concerning the recently introduced Senate Bill 14-023 at the Colorado General Assembly are the focus of this workshop. The introduced bill allows for the transfer of non-consumptive water resulting from efficiency measures to the Colorado Water Conservation Board for in-stream use purposes.
- Information Technologies for Ditch Companies – Web Pages – Participants will be able to begin the process of creating a web presence for their ditch company. This workshop will be hands-on using the participants’ laptop computers.
The Ditch & Reservoir Company Alliance, a nonprofit organization, established in 2001, is dedicated to serving the needs of mutual ditch and reservoir companies, irrigation districts and lateral companies. DARCA’s efforts include advocacy, education, and networking.
