Briefly: Upper Coriv states move closer to paid conservation plan

Aspen Journalism reports that the four Upper Colorado River Basin States, Colorado, New Mexico, Utah and Wyoming, have released a call for proposals on a broad-based conservation plan that would restart a pilot program that ended in 2018, where growers and others voluntarily stopped using water in exchange for cash payments in order to in order to reduce their Colorado River Water use.
