Briefly: Key California water talks break down

According to the San Francisco Chronicle, talks between some of California’s largest water users and the state designed to help restore the San Joaquin River have broken down. The talks were launched nearly three years ago to figure out how much water could be taken from the San Joaquin River and its tributaries. Last week, the state conceded that negotiations had been unsuccessful.
