Briefly: California storms overrun critical infrastructure in Owens Valley

The Los Angeles Times reports that recent super storms have provided much needed water to the Los Angeles area, but have also caused roughly $100 million in infrastructure damage to systems helping control dust and convey water in the Owens Valley.
