Arizona’s KTAR News reports that the Central Arizona Project (CAP), the Salt River Project and the Arizona Department of Water Resources, has signed an initial agreement to buy desalinated water from San Diego. Arizona, because of its junior water rights on the Colorado River, is facing major cutbacks as the river’s flows continue to decline.
