The Colorado Sun reports that Douglas County Commissioners’ appointees to a new water commission include James Eklund, a water attorney and former director of the Colorado Water Conservation Board, as well as Sean Tonner, a real estate developer with ties to a controversial plan to export water from the drought-stricken San Luis Valley.
