The Los Angeles Times reports that two competing proposals to drastically cut water use in the drought-strapped Colorado River Basin may still offer room for a consensus on how to manage the rapidly failing river system. California has offered one proposal that would impose cuts on Arizona, California and Nevada over a number of years depending in part on hydrology, with Arizona taking the largest share of the reductions. A proposal by the six other basin states, Arizona, Colorado, New Mexico, Nevada, Utah and Wyoming, would also impose reductions, but under that plan the cuts would take effect sooner and California would take more cuts in water use.
