Briefly: Upper Basin CO River states announce new start for water conservation program

Aspen Journalism reports that Colorado, New Mexico, Utah and Wyoming are restarting a broad-based water conservation program with $125 million in new federal funding that will pay farmers and ranchers to fallow land, in hopes of reducing consumption of Colorado River water.
